There are very very strict federal laws that cover the entire drug screening process which can leave very little room for error if not fully understood.
Moreover, it is very unfortunate to have to say this but discrimination is still all too common. Which is why you will also find discrimination related policies listed here above the internal drug and alcohol policies.
